In continuation of my Confidential Despatch of
the 17th, instant, I have the honour to transmit the enclosed copy
of a Despatch from His Majesty's Consul-General at Canton to His Majesty's Chargé d'Affaires on the subject of the embargo placed by
the Chinese Authorities on the export of Limestone.

Ly suggestion that if all other means of dealing
with the situation fail the Green Island Cement Company might be protected by the imposition of an import tax on cement was not meant to apply necessarily to the cement of the Canton Factory only. The tax could be imposed on all cement. There is not as much British or German cement imported into Hongkong at present as there has been in the past owing to the high rate of exchange. Such a tax would enable the Green Island Cement Company to raise its prices to a figure at which import of limestone from Indo-China would be reumerative. The building industry would suffer and as I have already said I do not recommend this action but merely sugest it as a possible solution of the difficulty.
